Foreigners need to go to any branch of Chung Hwa Telecom (the parent company
of Hinet) in person.
Afterwards, Hinet is able to bill you by mail (or charge your credit card
for the service.)

only pay the $2,000 cancellation fee for the phone line portion
of the contract.

PROCEDURE:
There
are basically two types of cable internet service available:
Fast
$600 p/month
Faster
$700 p/month
No
Taiwanese guarantor or work visa necessary, any passport (and money) will
do.
| NOTE: |
There
is only one drawback to Cable Internet. Unfortunately because of
the servers or connections they use to access the internet, only
websites with a .tw suffix will load quickly (as fast or even faster
than ADSL phone line service) but accessing websites in America
or elsewhere in the world can be slow to load even if you pay for
the "faster" service at NT$700 per month (we tried.) So,
basically if you don't mind waiting for sites to load, you'll save
some money over ADSL or dial-up (with per-minute fees...)
